  1. What directions does the Notice support?

  Five major support directions are listed in the Notice, and the specific contents are as follows:

  2. Improve the three-level logistics distribution system in counties and villages. Including supporting the construction and transformation of a number of district-level logistics distribution centers and township express logistics sites; Carry out common distribution services such as logistics and express delivery of daily consumer goods, agricultural materials to the countryside and agricultural products to the city.

  3. Improve and optimize county consumption channels. Including supporting large circulation enterprises to sink the supply chain, so that farmers can directly buy good products and new products; Increase investment in commodities in rural areas.

  4. Enhance the upward kinetic energy of rural products. Including supporting business, e-commerce, express delivery, logistics enterprises to go up around rural products and improve the conversion rate of rural commodities.

  5. Improve the quality of life service supply. Including supporting rural postal, supply and marketing, e-commerce, and commercial circulation enterprises to change from traditional wholesale and retail to comprehensive services.

  The above contents include renovation, facilities and equipment purchase, software system upgrade, etc., and shall not be used for land acquisition and demolition projects, and shall not be used to pay fines, donations, sponsorship, investment, debt repayment, personnel expenses and financial subsidies for the work of units.

  (2) The content of the project is sinking the supply chain and arranging a number of facilities such as pre-warehouses, logistics warehouses, etc. If a joint procurement platform is established, it can declare "Support Direction III".

  (3) If the content of the project is the upward movement of rural products, and commercial processing facilities such as sorting, precooling, primary processing and distribution are built, "Support Direction 4" can be declared.

  (4) If the content of the project is to transform from traditional wholesale and retail, integrate various services, and improve the convenience and service quality of community and village life services, you can declare "Support Direction 5".

  3. What are the basic requirements for declaration?

  2. The geographical location of the project is located within the jurisdiction of the agricultural area in our city, and its function is mainly to serve rural residents living in towns and villages. Under the same conditions, priority will be given to supporting projects in areas affected by the "23.7" torrential rain and flood disaster, such as Mentougou and Fangshan.   5. The project with the same content of the same project reporting unit has been supported by the central government or other municipal financial funds, and may not be declared repeatedly.

  6. It will not be supported in the following circumstances: it is included in the scope of prohibited and restricted categories in the Catalogue of Prohibitions and Restrictions of New Industries in Beijing; Incorporated into the "blacklist" of joint punishment in the city; It is included in the list of bad credit records in Beijing’s commercial field, and there is a "heavier bad credit record"; Other things that are not supported after deliberation.

If the project needs approval procedures such as planning, development and reform, housing construction, etc., the procedures shall be complete, and relevant approval documents shall be provided.   Fourth, the declaration method

  1. From the date of issuance of the notice, eligible units shall submit project application materials to the local district-level commercial department according to the place where the project construction takes place and the time requirements determined in this notice.

  2. The Commerce Bureaus of the agriculture-related areas received timely audit of the project, and summarized and reported it before April 20, 2024. If the declaration time is after April 20, it can be declared and reported monthly, and reported before December 20, 2024 at the latest.
